If one integer is a factor or divisor of another then it's possible to divide integers, otherwise the result is a non-integer rational number. For example: * 13 is a divisor of 221, so we can divide 221 by 13 giving 17 * 7 is not a divisor of 23, so the result of dividing 23 by 7 is not an integer ** It is, however, a rational number: $\frac{23}{7}$
